Delays are part of almost every build out.  The photo below shows  
ice that formed on the tower during the project - however,  the
crews were hard at it, in spite of the conditions, as soon as it was
safe enough.
Look closely at the tower guys--the tiny specs of
white beside them are falling ice--dedicated and
determined, the project moves forward!
